There is a little slot on the side of the plastic light cover that you can fit a small flat head screwdriver or pocket knife in and pop it out. Be careful because you can mess up the lens cover. It's pretty easy after you have done it once.
Just did this on my 1999 RX300. Use the widest flat blade screwdriver that will fit in the slot. Place the blade in the slot, then push rather strongly to disengage the plastic tabs on the slotted end of the lense cover. It helps to push up slightly to keep the blade in the slot. Then remove the lens and bulb. Test the bulb first to see if it just dislodged. A twin bulb package costs around $5 plus tax.
