VVT solenoid
We ... or at least I am curious why the interest in manufactured date? Is there a range of bad dates.
The device itself is an electromechanical item with a plunger inside, which opens the oil passage based on voltage. It has a tendency to stick based on quality of oil [and frequency of change of oil] and my limited observation is that its life is more than 120K miles. The screen usually needs servicing and the Orings must be replaced at each service [they tend to harden and give a pretty good fight before allowing the valve to come out. They come as a pair and due to bolt down skirt position are not interchangeable.

I recently replaced both VVT solenoids. One had markings and the other did not. The vehicle is a 2000 rx300 with 161k.. Definitely an improvement after replacing the solenoids. I'm thinking the old ones were probably the OEM.
You can bench test it with 12v battery [full on/ full off]
