Default Odd noise from throttle body

I have a whine coming from my throttle body at idle or low load.
It goes changes when I touch the diaphragm on the front bottom of the throttle body.
It under the cables for the cruise control and gas pedal and has a small vacuum hose attached.
The car idles, accelerates and drives well.

What is that part?
Can I just replace this part instead of the whole throttle body?

I almost want whack it with a screw driver handle to see if it will be 'fixed' for a while.
With my luck, I would break something more annoying.

Thanks for any pointers.

Keith

I did two things:
1) cleaned the iacv
2) tightened the bottom bolt of the throttle body. it would only finger tight.

I had stern words with my shade tree mechanic about the bolt not being tightened. I have assured myself I will do better.

Thanks for the suggestion. One of these corrected the sound.

(Chuckles) - Also, lubricating the linkage points once in a blue moon helps.
