Default How can I fix this? HELP!

I have a 2001 RX300. Started hearing a very loud, scrappy and annoying sound coming from underneath the dashboard whenever I turned the key on. I pull out the panel below the glove compartment and found this piece of plastic (see the video) causing the sound. Does anyone have any idea what this is or how I can fix it? Also this other piece in the picture fell out when I opened the panel, looks like the plastic cover is broken, it might be related to the sound issue. Thank you!

For the noise in the video search for threads on the mode and mix servos. No idea what the thing in the photo is

I am making a guess ... seems like a hold down for hose/duct/harness/kick-plate. Remove the metal clamp by undoing the screw. Plastic/nylon needs to be re-epoxied [might be a replaceable part]. After cure time, reattach the clamp.

I think it is shown in the top-center of this picture: https://www.clublexus.com/forums/rx-...ml#post9988825.
Looks like it clamps the cooling lines
