Default How can I fix this? HELP!



I have a 2001 RX300. Started hearing a very loud, scrappy and annoying sound coming from underneath the dashboard whenever I turned the key on. I pull out the panel below the glove compartment and found this piece of plastic (see the video) causing the sound. Does anyone have any idea what this is or how I can fix it? Also this other piece in the picture fell out when I opened the panel, looks like the plastic cover is broken, it might be related to the sound issue. Thank you!

I am making a guess ... seems like a hold down for hose/duct/harness/kick-plate. Remove the metal clamp by undoing the screw. Plastic/nylon needs to be re-epoxied [might be a replaceable part]. After cure time, reattach the clamp.

Looks like it clamps the cooling lines
