by apply, do you mean install? or do you mean apply it to what you are working on?if you mean install,
depending on the plug in, you might have to actually install it as a program.some plugins like the ones you can d/l off the net you usually have to unzip them then install them.alternatively you can try to drag the file into the plug-ins folder found in the adobe folder under program files.
