can you make the rims 18" on my car?

im debating 18" chrome rims or 18" black with chrome lip

 

post bigger pics and ill do it

 

when i try to resize them it wont work idk im stupid

 

Here ya go. I would photoshop the rims for you, but I currently dont have my PS program . The rim picture is pretty small. See if you can find another picture (640x480) is a good size.
