First things first, my fiancee told me that you will get instant gains by doing your basic tune up: change oil, spark plugs, coolant flush, the whole 9. Then, based on your budget (cheap route), start with your basic intake, then header, then exhaust. He has an old school 91 Honda Accord Manual (we are both manual drivers) and he opted to change out the stock parts as needed. In other words, he will only change them once the part is showing signs of wear n tear or if it affects the car's performance negatively. Or when payday comes, lol.

Personally, I love my IS stock. Everytime he does the tune up on my IS, it feels more powerful and beats ANY major high priced upgrade anytime! But like I said, only if your budget allows it.

If you dont mind me asking, what kind of a budget are you working with anyway for upgrades?

Aside from basic maintenance, the only options without going forced induction (or spending a huge amount) are intake, exhaust, and tuning...

not much more, and not much power to be gained there either...
