I know what you're saying because I have read others post saying the same thing, but check for your self. Open the hood and have someone press gas pedal, you' will see that the cable never moves, there for it's not throttle by cable.

Actually the cable will move. The throttle blade (or butterfly) won't open, but the cable will move. The pedal moves the cable which runs to the Pedal Position Sensor mounted to the side of the Throttle Body. The position sensor sends the signal to the ECU. The ECU controls the throttle body itself through the throttle control motor (TRAC). So yes the pedal is connected to the cable, and yes the cable is connected to the side of the Throttle Body, but neither the cable or pedal are directly connected to the throttle blade itself.

You may be onto something here. That cable might be for the cruise control? I'm going to check mine out today and see if it does move or not. Interesting.
I checked on another 400 and the cable does move but the throttle doesnt open unless the car is on. I think the cruise is through the throttle control motor as well.

Correct.
The throttle cable turns a shaft that is NOT connected to the actual throttle plate shaft. It does have a "tab" that will eventually contact the actual throttle shaft and start opening at about 3/4 throttle. I believe this is a "limp" mode in case of throttle control motor failure (which actually controls the throttle plate). This was eliminated in 2001.

You're correct, I tried cleaning my TB and could not get it to open with cable or pedal, point being, it's electronic.
