Default Throttle Position Sensor Question / Problem

I have a '99 GS 300.

FOr a while now it has not been shifting as its suppoosed to (around 4 or 5K RPM). Been running kind of hard.

All the problem sstarted a while ago when I had my intake and someother engine stuff polished. the car was right near where polishing was being done w/ the hood open. (I know very foolish of me - I've learned my lesson).

I suspec that some shavings & other sh_t got into the engine somewhoe or has contaminated the throttle position sensor.

I have a good friend who has a Scanner that connects to the car's computer and let's you see everything going on. O2 stuff looks fine, MAF sensor looks clean and the car is idling fine and smooth.

He looked at the Throttle position and while just letting car run w/o any acceleration on the pedal the throttle position sensor was ready 13 or 17%. With his foot all way down on the accelerator it only read like 67%. He thinks it should be 0% and then 100%. Seems like the throttle position sensor is bad.

Seems to make sense b/c car is not shifting / accelerating as its supposed to.

Do you all agree that all this indicates a problem with Throttle Position Sensor?

How do I get another TPS?

Any idea how expensive they are?

Any places I should look for a used one off a junked Lexus GS?

Thanks in advance for your help and insight.
