Unhappy 1993 sc400 won't start after ecu rebuild

I have a 1993 SC400. I just had the ECU rebuilt. I reinstalled the rebuilt ecu and the car would not start. Prior to the rebuild the car start but with low idle and would cut off when you apply the accelerator. Now that the ecu is rebuilt I don't see a check engine light. When I turn the key the car just turns. Any suggestions on what could be the problem. Should I try to find another ECU? I'm a novice to this and want to get my car running again.

No CEL means either the ECU is dead or not getting power. Do you have a service manual so you can verify voltages at the ECU connectors?

This is the reason why we own actual vehicles and plug every ECU into them to be sure EVERYTHING works. These other guys don't do that so we aren't sure how they verify the ECU's even work prior to shipping back.

We have these ECU's in stock and ready to ship or you can send it in for repair. Not all of them can be repaired however.
