SC400 cluster capacitors - picture and values
First of all thanks to 1JZPWRD for following instructions:

The above help me take out cluster and list the 11 capacitors. It would be good to know which one to replace for light again dark needles? (1995, SC400, 1UZFE)
1 - 10V 100uF
2 - 25V 470uF
3 - 10V 470uF
4 - 10V 180uF
5 - 25V 470uF
6 - 16V 10uF
7 - 10V 180uF
8 - 16V 47uF
9 - 50V 100uF
10 - 10V 100uF
11 - 25V 270uF

I changed the 2, 5, 9, 11 ("high" voltage) capacitors, but needles remain dark. I understand that needles fault:

But now the clock and odometer backlight went out, both show the correct values but without lights, they can only be seen very close and very dim. Someone could help me which wires could have broken?

Found it! 
That was a wrong soldering (printed circuit interruption) on 5. (25V 470uF) capacitor:
