Low RPM issue ?

Low RPM issue ?
I'm having an issue with my tachometer. When on Parking he stays around 800-900RPMs, when shift to Drive he varies from 0-300 RPMS. Doesn't pass 3k RPM at all. What could this possibly mean ?
