Default Power Steering Solenoid

How do you remove this thing on 95 sc300? I have been at it for 3 days and I have searched the forums. First of all I can barely even get to it much less get any kind of wrench on it. Am I supposed to remove the steering rack or something?

Not sure if there's enough space while rack is still on the crossmember, but I removed it with a vise grip when I replaced my rack and pinion.

So, will I need to pull off the tie rods and all, get alignment and all that? or is there some way to slip it out and just move it a bit without messing with more than the steering connection?

I got it off, here is how:
I disconnected the steering at the firewall)mark it first to make it easy to get back in same position, then disconnected the lines going into the steering rack. Then unbolt the 4 bolt and nuts that hold the rack in. This allowed me to roll the rack forward and down and I then had a ton of access. I had to remove the actual piece the actuator fit into, there are 3 bolts that you need an allen or a very well fitting T bit to get out, Then I had to get some channel locks on the actuator and secure the other side and I was able to get it off, took a lot of force I don't think I could have done it with all of this still in the vehicle.
