help! rpm goes really high when i start my SC400

I just replaced my starter so when I start my car up the rpm goes really high up to 6-8 mark.its like someone is pressing on the gas pedal.

Reset the ecu, clean the iacv, check the throttle cable, and even the throttle stop screw.
