Okay so I have an 11lbs flywheel, and I'm planning on a 1 piece lightened drive shaft, but I was wondering about cam gears and an underdrive pulley system? is there anything else. I really want to know what I can do to make my 1JZGTE rev faster

lighter pistons, lighter rods. Making the rotating assembly lighter, will result in less work that the engine has to do to move itself through the RPM range.

as far as external engine mods, the flywheel is the only thing that will make the engine rev faster out of gear.

Do some searching and you'll find that the underdrive pulley is generally not recommended.

aluminum flywheel
lightweight flywheel
lightweight pulley kit(without underdrive pulley)

Much else and you are into a lot of money.
