Default Performance Problem

My 2000 Lexus Rx300 is surging, usually when it is at full tank or almost empty, it's as if it's not getting gas. During this time it appears not to want to go and then it just takes off. I thought it was bad gas and put a gas treatment, that didn't work. so I ran it to almost empty and refilled it with a different brand of gas, no change. Has anyone experienced this problem or have any clues as to what may be causing this.

You might try putting this in the maintenance section, might get more responses...

could be the fuel filter.
