Default SC400 Brake Calipers

I have replaced my rotors and pads on my 95 SC400 but cannot get the calipers back over the new disks and pads. The pistons are fully retracted. The top bolt on the caliper that the "hat" bolts onto floats in and out. The bottom bolt is locked in an extended position making it impossible to get the caliper on. Is the bottom bolt supposed to float the same as the top one. If the bottom bolt moved like the top one, it would be easy to mount the "hat".

If the bottom bolt is supposed to float and is frozen, I assume I would need to buy new rotors, right?

I've replaced calipers on any number of Porsches but I have never seen a two part system like the one on the SC400.

Any help will be appreciated.
