Default AC Clutch

I just replaced my AC compressor with a working pull (so I'm told). When I turn on the AC, the light comes on but the clutch doesn't engage. I don't want to spend $250 refilling it if it's broken (R12). Should the clutch engage with no pressure in the system? 92 SC400

Default A/C Clutch not engaging

I've always been told that a system with inadequate pressure will not allow the compressor clutch to engage -- as a way to prevent damage to the compressor. There is a pressure switch in-line somewhere that is either bad, or you have to have someone evacuate the system, add a pound of Freon with the oil already in it, and then kick the A/C on and continue with a Freon load until the service gages read correctly.
