No power steering, fluid erupts? HELP!

Is that the big ol' connector thing that's near/under the oil filter on the SC300??? As far as I know, it was never connected and I don't see any wiring around the area that might have got disconnected or broke off. What year does the SC300 have the PPS? Theres another connector on the rack that IS connected. I believe that is the sensor/actuator with the screen that everyone talks about. Again, that is connected.

Any pics of this PPS unit on the rack?

However, if i put my hand over the reservoir with the cap off, engine running, I can feel the suction, so I assume the NEW pump is working. I just had it in the air and turned the wheel left right for for a good 25+ times each way, held for approx. 3 seconds and still nothing. Looking at the rack, I JUST noticed on the passenger side, the boot has a small tear and some fluid is coming out. So looks I'm looking for a rack anyways. Hopefully this will solve everything.
