Default LOW IDLE, Help

my bros sc300 has been idling around 300rpm ever since we brought it home a week ago. theres no check engine light so im guessing it needs an idle adjust. how do you adjust the idle? theres 3 cables going to the throttle body, which one is the adjuster, if that is the way to adjust.
PS: fixed the radiator prob, replaced it with a new one for $120, and i found out the timing belt was changed at 101k so im still good.

Hook up scan tool, go to the ACTIVE MODE select ISC Test, go up and down with RPM while checking duty ratio. Check if it moves. Go from there....

not recommend to do it yourself, have a mechanic shop to perform it. I have mechanic friend so he helps me out all the time.
