Does anyone know if a dealership would be able to fix this and if it would be covered?

I just noticed that the steering column cover/boot is randomly ripping/tearing off in the corner (probably from the memory steering wheel position going back and forth)

That definitely should be covered under the 36-month bumper-to-bumper warranty, imo.
