I am banging my head against the wall trying to figure out if the 2016 NX 200t comes standard with the laser cruise control.

I am pretty sure it isn’t standard. Our 2016 300h doesn’t have it. If it were standard, I would expect it to be standard across all models. Just for the record, I believe the Lexus term for it is DRCC or “dynamic radar cruise control”.
None of them come with laser cruise control. Adaprive cruise control is with millimeter radar. If you have it, you'll find the radar below the cover in the front of the engine bay.

If it's standard on your market, you should be able to see it on the Lexus web page. Atleast on the swedish page you're able to find all brochures from the last 15 years or so. Just find the one covering the right production month of the car.
When I asked for a list of options available with F Sport Series 2, I received this info, as attached. Thus, it is inferred that the DRCC is only available with F Sport Series 3 (most expensive) package.
Not sure for Canada, but for US models, it became standard starting with the 2018 model year.
