from the quick research I did it's the only car in the Lexus lineup with that flaw.
Unfortunately, that isn’t accurate. The ES has about 60% wood on the wheel and none of that portion is heated. The NX actually has a greater percentage of the wheel with heat than the ES. We prefer the heated wheel on the NX due to its greater heated section, but we also appreciate the appearance of the wheel in the ES which has more of a luxury appearance versus the sportier appearance of the NX wheel. It’s about a wash in my humble opinion.

You're talking about a wood and leather steering. I understand not being able to heat up the wood part but I'm talking about the all leather steering wheels.
Like I said before from what I've read Lexus heats up the all-leather steering wheels all the way around.
I’ve had my 2019 Fsport for about 2 weeks and I’ve found the heated wheel to be somewhat inconsistent. Occasionally it’s hotter on one side and then after parking and restarting a few minutes later it’s nice and hot on both sides.
It doesn’t seem to be at the same heat level consistently. Does the car adjust it based on certain factors?
I also wish the heated area was a little larger and you could link it to remote start. Ditto on the windshield de-icer. I’ll never use it due to it being buried deep in the menu.

Reason I used this as allegory is simple. ENTRY LUXURY? What the hell is that? It's either luxury, or not. Like freshness.
Back to the SW heater. Yes, OP, it sucks. You are taught to keep your hands at 3-9 and it is not really heating up there. Also, it heats TOO MUCH. And I do not believe, it has graded heat, like seat warmers. End, if someone will tell me that THAT button is easy to find, down there by your left knee, say, without glasses - I'll doubt their sanity.
I do second OP on this. Half baked job. Cheaped out on heating element legth, didn't care about access convenience.
My wife (who has an RX) and I are both grateful to have heated steering wheels, even if the heating is only at 10 and 2, since this is where our hands go.

Got to use the heated steering wheel for a few days because I decided to take the wife's nx to work. It's cold and snowy here.
I found that it heats up in red on the attached picture. The blue part there is zero heat. Hopefully that helps if anyone sees the picture or is wondering. This is on our 2018. Since we don't have wood on the top portion of the steering wheel it would have been nicer if the heating element was all on the top as well. The bottom portion no biggie, but it would have made more sense to extend the heating element further up as noted by some people earlier.

Nice work on the picture. My wheel heat ends at the area by the buttons. I wish it extended as high as your photo indicates.
The heat on ours matches pretty close to the image. It might be just a smidge higher. The 10 & 2 positions are definitely heated, down through roughly the 5 & 7. Much better coverage than our 2015 ES, which has the major wood portions to the wheel. The ES is primarily just a slightly enlarged 9 & 3 heating element.
The newest Lexus steering wheel found in the LC, LS, ES and UX have the full heating. It was not a cost-cutting decision with past models but more about encouraging owners to hold the steering wheel in the proper 10-2 / 9-3 position.
