i suggest one of the parking lots of the beaches on father capodano, although you cant really see the water prolly just the boardwalk...

another place is fort wadsworth... theres a parking lot you can go to and have the Verazzano Bridge as background. this is a coastguard base/park so you can go in since its a park but if youre at the lot, you might get hassled.just cross your fingers. the lot is pretty much out of sight so maybe you can get lucky. have fun!
