Default need help with 04 town car

didnt know where to place this but i thought NELOC would be able to help. this is my dads 2004 Town car with about 160k miles. but he is saying that the part below is leaking but we dont know what it is. can someone shed some light and give us some info on what this is?. the driver side seems to be soaked but the passenger side seems fine.

looking at the surrounding parts it looks like it could be something dripping down, maybe oil?
