i saw this car last week and then this morning...both in the same area location. whose is it?

it's a nice white 2nd gen gs with a body kit, big wheels and exhaust...vip style. i think it also has a big fmic too...i saw it on route 1 this morning and on the city ave/76/route 1 last week. philly.
