Default GS400 proper sequence for removing head.

Do I have to remove the timing belt to take the head off.

Yes. And many many other steps I highly recommend you follow the factory service manual.

Definitely get a service manual for doing that in-depth of work.
And yes, the timing belt moves the camshafts, which are in the cylinder head. Tearing down the front timing will be one of many steps.
