Default diagnostic testing

Is there a difference in what a Lexus dealer does when they check a code and another mechanic? My dashboard indicated check engine and I went into a garage which gave me the pcode 2714. The Lexus dealer wants $150 to run a diagnostic test and they said theirs is complete and only they can do a complete diagnostic test. Is this true?
The mechanic I went to said that my transmission seems to work fine and that there is often an error code with this p2714 and now I am confused.

The codes won't change but the diagnosis may. Diagnostics are only as good as the technicians performing the work.

It's more than just pulling a code, there are troubleshooting steps for every code, most codes can have multiple causes.
