Default Need tire gurus

I bought a set of tires and from the beginning they have been out of balance. Three times a major tire shop has tried to balance them to no avail. Went to an independent hoping to fix the steering wheel vibration without success today.
Lexus did replace the entire front end including steering column. I just put on new rotors and brakes. Not sure what to make of it at this point. Any ideas? Rims not bent either.
Thanks for the read.
