I am having the exact same problem on my '04 RX330, did you ever solve your issue, if so what was it? I put the ac in diagnostic mode but it showed 00 which means its not detecting anything wrong. Both of my fans come on as well. Once I start driving it gets pretty icy cold.
What did you ever find out about your Lexus AC? My 2004 rx330 is doing the same thing...

I would recommend check / do the following in this order:
1. check both fans if there are spinning and moving sufficient air at idle.
2. check if your compressor is engaged at idle
3. check if you're low on refrigerant
If all the above checks out then it could be your expansion valve. Not sure where it is on the RX. In my experience they are usually connected to the evaporator under the dash.
My air has never been all that cool - its okay after driving for awhile and if you are at a decent speed. But it seems to take a long time to get cool.
Bought from dealer (used). My first Lexus, so I thought maybe they just did that. My Sentra did and it was brand new.

We have a 2006 Lexus RX400. It has A/C issues when stopped in traffic. I noticed the fans run but never at full speed while at an idle. Does the high side A/C Pressure switch have to do with the speed of the fans? I know they go to full speed because they are loud right when you stop but slow down and the A/C gets warm.
