Default LS400 Timing Belt specifics

I've researched this thoroughly, but I wanted to double check my thinking.

My car is a 91 with 133k. I have maint. receipts from 100k to the present, no 90k included. However, much of the 90k service has been done during the PO's ownership-

plugs, wires, all fluids flushed [at 100k and 130k], even all the mounts, cold start injector, drive belt, etc.

However, I took the car to a very respected Lexus shop in Houston while visiting during the holidays just to have it looked over by the owner. Overall, he said it was in good shape. But-

cam seals leaking to the point he encouraged replacement
valve cover gaskets barely leaking, 'don't worry about it'
crank seal leaking slightly

right rear bushing [knuckle joint i think?] pretty worn, excess movement
front left upper control arm showing some wear

So, based on this, I can presume either A) the 90k was not done, or B) the 90k was done but the seals were not replaced.

Therefore, I'm going to do the 90k over again and replace

TB
crank/cam seals
both idle pullies
TB tensioner

Possibly the water pump if it doesn't pass the 'inspection', which currently I have no clue to what that exactly entails. One of the idler pullies is about 150, the other about half that, which are my most expensive parts. Is there a way to tell if these have been replaced? Same with the tensioner?

I'm stopping by a Lexus dealership sooner than later to see if they have any records on work done to my car that would suggest the 90k was done and if the pullies or anything has already been replaced. I have a private mechanic that is going to do the 90k work, but he gave me an estimate of 400 labor to do it all. I believe that is high, the normal time is 10 hours correct? Nearly 40 dollars an hour. Not to mention I will probably not have a lot of the parts replaced that is done in the usual TB process. Thanks for any help/advice.
