Default need to remove bolt from frame

Hey,
Over a year ago my mom got into an accident in my LX. The car had a brush guard that was bolted onto the frame. The guard was replaced, but not the mounts. The repair shop did not report any frame damage. I recently removed the guard but I am having trouble removing the mount on the side of the accident. With all my strength, I was only able to turn it about 1/4 of a turn. Now the bolt won't budge either way. Could it be that the frame did receive minute damage and is squeezing the bolt? How can I get it out? I've only used hand tools, should I use power tools to try? If so, what tool should I use?

connect a pipe over the wrench for more leverage. and make sure your turning the bolt in the right direction.
