Angry Power Steering replaced still gets noise..HELP!

Hello, I just recently replaced the power steering pump and associated lines of my 1990 LS400. The problem im having now is at cold starts the pump makes a loud whinning noise, almost annoying. Then after driving around and getting the car to normal operating temperature it goes away.

I dont feel any difference in wheel turn, it feels normal. And I have done the recommended steering left to right turn to get the air out of the lines. And it still gets loud ONLY IN COLD STARTS.

What is wrong? did i get a bad pump or is there something else?

Cliff Notes:
pump replaced
pump makes noise when doing cold starts
noise goes away after engine warms up

There is an air pocket in the system. Open up your reservoir turn the steering wheel slowly from right to left. By doing this, it will get rid of the air pocket out. good luck.

First question, Is the pump after market or toyota brand? Believe me when I say it makes a difference.
Second Question, Is the fluid at max level or barely at minimum? Believe me when I say it makes a difference.
Last Question, Is the belt too loose? A loose belt will give you squeal sound until it warms as well.
Any one of these situations could be the culprit or you could just have air in the system.

I tried leaving the cap off then turning the wheel left to right, that didnt work.

I replaced it with a reman. toyota pump, but the lines are new.

The fluid is where its supposed to be.

I would have to check the belt for loosness...
