Posting this here as it's taken 20 months to have an answer and I couldn't find anything online to diagnose the problem.

Marks on paintwork detected when we collected the vehicle which took months of taking the vehicle to many different "experts".

Finally confirmed to be clear coat swelling due to paint work not being cleaned of contaminants (explained to be bee poo) prior to ceramic coating application arranged by dealer.

Not a Lexus fault but caused by poor practice of dealer contractor. Follow up and customer service has been poor.
