Crawl Control Low Speed Setting

Crawl Control Low Speed Setting
I have a 2011 LX570 and was playing with the crawl control option. I followed the procedures to activate: put in 4 LOW first then activate crawl control. I started out in the 'Low' speed setting and the vehicle would surge forward, apply the brakes, surge forward, apply the brakes and so on...It would not drive smoothly in a straight line. However, when I put crawl control in the 'Medium' and 'High' speed settings, the car would drive smoothly forward with minimal system intervention.
When in the 'Low' setting, is that normal for the vehicle to perform that way?
