I live in Mongolia, and have relatives who own LX 570's. And none of their English is even remotely good enough to get what their cars are telling them.

Likely would take the dealer to reprogram with new CDs. Not sure if their language is even available.
Language can be changed. I am just not sure about choices available and about the extent of the changes (i.e., would the changes flow through to every single message/warning in the vehicle).
For reference, I was playing with Carista a few months ago, and you can see I temporarily changed my wife's LX to Spanish.
