Default Chain hanging from spare tire

Just picked up my 2009 LX 570 Costa Azul Mica/Dark Gray interior Mark Levinson, cooled seats, rear seat entertainment, glass breakage sensor, parking assist) after trading in my 2004 LX 470. Got a great deal.

So far it is phenominal! A big difference over the 2004.

I noticed that there is a black chain about 1 foot long dangling from the center of the spare wheel/tire. It is hanging about a foot off the ground.

Does anyone know what its purpose is and if there is a way to secure it so that it does not hang down?

Congrats, gorgeous truck. probably a Tow Chain from the delivery truck. should not be there. chk with dealer. would u mind sharing your pricing info.

Why would the engineers think this would look good on a 75k vehicle ?? Lexus is slipping !
