2008 LS460 Daytime Running Lights
I used the Carista App back in 14/15. I bought the app when it was in Beta testing but I think you can buy a subscription for a week now. You plug in a ELM 327 which connects to your iPad via blue tooth and you can do all the customizations you want. You can also use Techstream to turn them off. Or you can pay a dealership to do it. I have a 2010 LS460L with the back seat upgrade I also made the rear sun shade so it only goes down when I push the button and not every time I put it into reverse.

May I ask why you want to turn them off? It is a proven safety feature.
You can use Techstream. I bought one of those deals on Amazon, where you get the OBDII-to-USB dongle, and a DVD with the software. It was version 18 and I installed it on an old Windows 10 laptop. Installation was easy, but the configuration was not. I was able to do it following a combination of some terse instructions and a video the seller included. The video showed the configuration, but the menus were in Chinese, which took a second to follow. The software appears to be the legitimate Denso software, but with a "hack" to enable access (it came with a configuration file). Internet access appears to be turned off, at least in my version, which means you cannot use it to install ECU updates. The remaining functionality appears to be intact.
A big advantage is that it will read OEM-specific codes, not just the P-codes that a generic scanner will read. I see them on Amazon for about $30. The one I bought from seller DIAGKING is no longer available, apparently, but I suspect the others are similar.
