Default Cooling fan question/issue

I noticed my electric fans running as I pulled in the driveway last night for the first time ever.... I did some research and thought that maybe the coolant temp sensor was an issue, so I replaced it. I took it for a ride and the fan kicked on again high for a bit, then lowers in speed before shutting off (car was almost up to normal temp). The temps outside have gotten cooler and are in the 40's, the temp gauge does not move above the normal halfway point on the gauge. I am suspecting it could be the fan relay now, but not certain. I don't have an Ohm meter to check the relay before replacing it, so I was wondering if anyone else has heard of this issue?
