Default Paint, buff or what?

My '04 with 105k looks near perfect inside and pretty good except for the front bumpers, hood and some of the front panels.
(Yes, there's a lot)

Can this all be buffed out by a detailer or is a paint job required?

you need a paint job, that is paint failure.

Vinyl wrap the car you can buy a whole roll of whatever color for $700-$1000

A good wrap job could be $2k, I would look at repainting, or even finding someone who is parting out a car of the same color (Ebay or a junkyard)
