Is the gas cap suppose to click?

Yes, the gas cap is supposed to click, and clicks more than once if you keep turning. You are supposed to tighten it until it clicks several times. If it doesn't click at all, consider it defective. Sounds like you need a new one, and probably best to go with OEM instead of aftermarket.

yes ..gas cap working properly is supposed to click.

Not trying to split hairs, but our LS gas cap CLICKS (multiple times) when you've turned/closed it properly, clicks like a ratchet. Ours DO keep turning and clicking indefinitely. It even says on the cap to turn/close until it clicks.
As you mentioned, there is the other type that just clicks ONCE regardless how tight you try to turn, but our LS's have the ratcheting CLICKS when sufficiently closed/tightened.

That's not the litmus test/universal indicator to identify if the cap is working properly. Clicking does not equal a 100% guaranteed good cap.
The clicking is only letting you know the ratcheting mechanism is engaging and you've tightened the cap enough. There could be a deteriorated seal or some other malfunction with the cap. As others stated, get the code(s) read and go from there!

I'll endorse Bell Lexus of North Scottsdale, AZ.. Also, I'd get an OEM gas cap if one is needed. My 04 gas cap is original and perfect. It will click once and it is tight enough that you won't ratchet to the next notch.

Spend $15 on a code reader on eBay or Amazon. They have bluetooth ones now that can stay connected to the port and send codes to an app on your phone.

WOW. You're giving .1% chance the code is from the gas cap? I'd take you up on that one. OP even stated his cap doesn't click, at all. One thing's for sure, he needs a new gas cap. (Where can I place my bet? )

BTW, my 2004 gas cap does not click and I have not issues with any trouble codes for the 18 months that I've had the car...
