Default Need help! High idle and no throttle response

i just picked up a 1993 Lexus ls400 for a motor swap I’m getting ready to do!
car has 193k on it with a new timing belt replaced at 180k!
the guy I bought it from said it has run excellent for him till one day
comming home from work It died on him, he waited 5 minutes or so and it started up
getting him home! Next day it started and isles high at 1200-1500 rpms
and as soon as you step on the gas it falls on its face! After researching
the issue he replaced the ecu with a rebuilt one and installed it
making no difference!
i bought it for cheep for my motor swap and want to try to get it running good
before I pull the motor out!
any ideas or directions you can help me out with would be greatly appreciated
