Default having some problems with installing HID fog lights

hey guys, bought my car about a month ago, the driver side never worked, i just figured it was a burnt out bulb, no biggie. Today after buying my HID kit i plug it in and no dice. There was some water in the splash guard ( Thanks, spring time central alberta) so im thinking this may be a factor in it. The passenger side still works, ( With the OEM bulb, no HID) so im thinking its not the fuse... any help guys??

Have you tried plugging opposite polarities in the plugs? I bought ddm kit for my fogs and had to plug in opposite even though there is technically only one way to plug it in.
