Default Outside Air Temp readout jumps by two

This is really bugging me. The OAT readout in my 02 LS430 almost always changes by 2 degrees F when it does change. It could be reading 47 and then go to 45 without hitting 46 along the way. Or it could be 41 and change to 43 but may not see 42. Occasionally, it will transition smoothly to the next value but not often. Anyone else notice this type behaviour?

Is the 1 degree temp difference important? What drives me nuts is I can floor it for 4 seconds and get 3.7 mpg, then I let it off for 30 seconds and get 60 plus mpg. So it should average over 40 mpg, LMAO.
