How do I know if i should change my power steering fluid??

my PS fluid tank is also stained at the max level, when I filled with new fluid over that stained level I could see it,,
the turkey baster and a straw worked great for me,, there is no way to remove the funnel top with the small hole allowing easier access to the entire tank insides,,
