I meant to write it didn't detect the vin (edited) VIN wasn't required to use TS v18 on my 2003 LS430.

It should work and think I had to manual select car also. I started with 14 and use 17 now. If doesn't work initial software setup may be wrong. Think I had mine set to corporate. If doesn't work post here your setup criteria. As stated it might trigger the VSC problem but just do the calibration and fine. Amazing price of this now as mine was half price 6 years ago.

I was finally able to get Techstream working on both v12 (Windows 7 VirtualMachine) and v18 (Windows 11).
Turns out the issue wasn’t the software at all, it was the USB 2.0 hub. (I had usb 3.0)
For anyone wondering why the USB 2.0 hub fixed it and why you shouldn’t plug a Mini‑VCI into USB 3.0:
The Mini‑VCI cable is built around early‑2000s USB 1.1/2.0 hardware.
It uses an old FTDI‑style USB‑to‑serial chip and communicates with Toyota ECUs using very strict timing.
When you plug it directly into a modern USB 3.0 port, the laptop tries to negotiate newer protocols, faster polling intervals, and different power behavior.
The Mini‑VCI can’t handle that, so you end up with:-blank data lists
-missing ECUs
-failed ABS/VSC communication
-random disconnects

A USB 2.0 hub forces the laptop to drop down to true USB 2.0 mode, with the older timing and power profile the cable was designed for.
That’s why the moment you run the Mini‑VCI through a 2.0 hub, Techstream suddenly starts reading data correctly.

So the rule of thumb is: Mini‑VCI > USB 2.0 hub > laptop
Never plug it straight into a USB 3.0 port.
Once I ran the Mini‑VCI through the hub, Techstream immediately started reading live data and accessing all the ECUs. Huge difference.

Now that I can actually read everything, I tried clearing C1231 multiple times, but it won’t clear at all.
The steering angle sensor is stuck at 1150°, and it doesn’t change even when I turn the wheel.
At this point it looks like I’ll probably need to shop around for a steering angle sensor / clockspring assembly, but I haven’t bought anything yet.

I also ended up returning the Launch Creader Elite and will just be sticking with Techstream from here on out.

If anyone has dealt with a C1231 that refuses to clear, or has experience with the LS430 steering angle sensor/clockspring setup, any advice or insight would be really helpful.

Good find on the USB port... Not sure if this is your problem but here is a video on resetting the steering angle sensor you may want to check...

I already tried the paperclip method and unfortunately it didn’t work for me. My steering angle value is still stuck and C1231 refuses to clear. At this point I decided to just replace the whole clockspring/Steering angle sensor assembly, so I picked up a used OEM unit from eBay. Once it arrives I’m going to swap it in and see if that finally clears the code
