Issue with fuse box

Issue with fuse box
I am having an electrical issue with my fogs lights as well as the interior fuse box of my 98 LS.
What happened
I replaced the fog bulbs after noticing they went out. They were the same kinds that were used before and they still didn't work.
So now im looking at the interior fuse box with a tester. The light from the tester flashed everytime I pushed into the fuse. So I thought everything was fine. It wasn't as the fog lights still didn't come on.
I go back to the interior fuse box to see that the tester light isn't coming on anymore. I just start pulling out fuses to see that all of them are fine.
Now I also noticed that when I lock my car with the key fob, the lights flash but it doesn't make the chirping sound.
Does anyone have anyone have any suggestions? Everything that happens to my LS is bizarre so I understand if on one has experienced this. Thank you.
