It is different which explains my reason for suggesting it.
The Celsior emissions system is not as complex as the LS400, nor does it appear to employ a charcoal canister.
There are fewer parts (hopefully not discontinued) that might be configured.
While this changes the emissions function, Toyota elected to discontinue a critical emission component at exactly the time when many are just beginning to fail.
So what is the solution?

Perhaps Yamae can recommend a component that spares the trouble code from triggering in the first place. A resistor perhaps?

The charcoal canister depicted is for pre-1998 LS400.., but is shown in parts diagram for 1998-2000 Toyota Celsior (be glad you do not have a 2000 LS400- charcoal canister mounted in trunk and offered one model year)
Why I made suggestion to check Celsior.
It is unclear whether the earlier LS400 chacoal cannister uses a solenoid valve with a connector similar to the 1998-1999 LS400.
Compare the fuel tube diagrams 1995 -1997 vs 1998-1999 LS400.
Unsure if it can be made plug and play.
Anyone with images of 1995-1997 LS400 Chacoal Canister?

How about this image..NO charcoal canister.
Never trust compatibility reports.
Obtain VIN of donor vehicle and have dealer run your VIN to insure correct component.
What the heck can fail inside a charcoal canister besides the activated charcoal?
Can these things be cut open and activated charcoal replaced?
