Default 89 Celsior ECU check

Hello Guys.
As I purchased my 89 Celsior with no history other than being told it was imported directly from Japan but the original owner, I decided to check the ECU caps out via the method Yamae talked about in the thread below.

I purchased a .33uF cap (no .47uF cap in stock at my local supplier, but i thought it was probably close enough. Am I wrong?)
Apart from the fact that my engine connector looks slightly different to the one in the photo, I double checked the pin out and chose the E1 and the OPt.
I dont have an OP1, but OPt its in the same position so I guess its the same.
Now for the readings. I did this as soon as I got home from work. Engine at operating temp (well, it had been stopped for about 10 minutes).
The initial figure started very high but quickly come down and seemed to hold at about 60mV to 70mV
The next time I checked (2 minutes later) it started high but dropped to about 5mV quickly, then slowly dropped to 0mV. ???
I dont get it, I have put it down to a bad connection (probably with my makeshift test wiring.
But, my MultiMeter is at least 10 years old. its a D+ck Smith (DSE) Q-1559 and was about $80 new over 10 years ago. It seems to still work well.
My temp gauge works properly (that probably matters as thats apparently where the voltage is taken from, or the ground, or something in between. not sure.)
I checked the Cap I had purchased. Its bang on the correct value its meant to be at 0.334uF It was marked as 2A334K, translates to 0.334uF and I think its about 100V
Next time I checked (10 minutes later, after checking I wasnt doing something stupid), it stabilized around 70mV +-3mV
From what I understand from Yamae's post - anything over 40mV is a problem, engine hot or cold!

Am I correct in assuming that?
